MINUTES OF McMURRICH/MONTEITH TOWNSHIP COUNCIL MEETING – JANUARY 7TH, 2008
McMurrich/Monteith Township council met on Monday, January 8, 2008 at 7:30p.m. in the municipal office/fire hall in Sprucedale.
Present were Reeve, Glynn Robinson, Councillors: Mervin Mulligan, John Murphy, and David Evans and Tina Scott. Members in the audience were Lloyd and Fay Nelson, Jim Jenkins (Road Foreman), Ed and Jackie Shipway, Marjorie Hobbs, and Lynne Zemnicky.
Meeting was called to order at 7:30pm by Reeve Glynn Robinson. There were no declarations of pecuniary interest with the agenda.
Murphy/Mulligan We accept the minutes of the Council meeting held December 3rd, 2007. CARRIED
Evans/Mulligan That we amend the agenda to include correspondence from the Dept. of Fisheries and Oceans and Minutes from the B.A.R. Library Board. CARRIED
The members from the Almaguin Palliative Care were not able to attend the meeting.
Jim Jenkins attended to present his update report. Items of discussion were ratepayers depositing snow on roadways and vehicles impeding snow removal, workshop on new hours of service and pre-trip inspections, tire quote for #5 truck, Infrastructure Ontario Funding announcement and the request for high speed internet at the Garage.
Evans/Mulligan That we accept the quote from Gilroy’s Tire dated Jan 3/08 for 8 tires in the amount of $2120.00 plus taxes. CARRIED
Correspondence was reviewed. Discussion was held on the Family Health Team Proposal in Burk’s Falls. Council would like to invite Cathy Still to attend the next meeting to further discuss this proposal. Rogers Wireless is investigating the possibility of erecting two cell towers; one in Bear Lake and one in Sprucedale. One of the proposals is to utilize the Township property beside the Landfill site. Council would like to discuss this further and have requested their attendance at a Council meeting. Scott/Evans We accept the quotation for Municipal Insurance for he year 2008 from Jardine Lloyd Thompson Canada in the amount of $41,716 plus applicable taxes. CARRIED A complete copy will be forwarded to each council member. Mulligan/Scott We accept the quotation from Metroland North Media for newspaper printing in the Almaguin News for the year 2008 in the amount of $159.00 including taxes. CARRIED The minutes from the Burk’s Falls Armour Ryerson Library Board were reviewed.
Business Carried Forward. Mulligan/Murphy We extend the rental agreement for the open top bin until notified otherwise. CARRIED An flyer will be sent to all residents regarding training on the public access defibrillators being located inside the Seniors Club Building and the Sprucedale Community Centre. Murphy/Scott We accept the quote from Algonquin Clean Water Services Inc. to install an Ultra-Violet System at the Municipal Office in the amount of $350.00 plus taxes. CARRIED
New Business: Staff has suggested that Council review the User Fee policy. Public notice will be sent.
Reeve Glynn Robinson called for a ten minute break.
By-laws: Public notice is required for the proposed reduced speed bylaw. A complete agreement with Spectrum 2000 has not been received.
Reports were given. Merv Mulligan reported on the Park to Park Trail Association meeting and Staff has provided the Summary of Fees paid to Council for the year 2007 as per section 284 of the Municipal Act.
Council Concerns: John Murphy reported that there is a 60 by 90 foot building for sale which might be used for the rink. Merv Mulligan suggested an open house for the Internet Service Providers that offer the Wireless Internet through the tower located at the Municipal office.
Evans/Murphy We accept the Accounts for Approval Report for the month of December, 2007 in the amount of $283,858.90. CARRIED
Mulligan/Scott We adjourn this meeting at 9:48pm until Monday, February 4th, 2008 or at the call of the Reeve. CARRIED
Minutes not approved until accepted by Council.
