MINUTES OF McMURRICH/MONTEITH TOWNSHIP

COUNCIL MEETING – JUNE 2nd, 2008

The Council of the Township of McMurrich/Monteith met on Monday, June 2nd, 2008 at 7:30p.m. inside the municipal office/fire hall in Sprucedale.

 

Present were Reeve, Glynn Robinson, Councillors: Mervin Mulligan, John Murphy, and David Evans and Tina Scott.

There members of the public in the audience were Lloyd Nelson, Jim Jenkins, Don Steele, Dean Stewart, Ed, Sandy and Karen Porter.

 

Meeting was called to order at 7:30pm by Reeve Glynn Robinson.

 

Reeve Glynn Robinson congratulated Karen Porter on behalf of the Council for winning and receiving a medal at the Special Olympics recently.  Karen’s mother, Sandy Porter wished to take a picture of Karen with Council.

 

There were no declarations of pecuniary interest with the agenda.

Mulligan/Murphy          That we accept the Minutes of the Council meeting held Monday, May 5th, 2008 as amended. CARRIED

 

Lloyd Nelson was welcomed to the table.  He wished to further discuss his request for winter maintenance on Oline Street in Bear Lake.  Merv Mulligan declared a conflict of interest and sat in the audience.  Reeve, Glynn Robinson informed Mr. Nelson that a Roads Board Meeting would be scheduled whereby this issue will be on the agenda.  Merv Mulligan returned to the table.

 

Jim Jenkins was present and reviewed his update report.  Some items of discussion were: Building moved at Landfill, Culvert order was delivered, Tires being left on road sides, part-time help at Landfill Site.

Evans/Scott      That we advertise for a part-time position for Landfill duties in the Almaguin News. CARRIED

Tenders for Gravel Crushing, Slurry Seal and Double Surface Treatment were opened.  The results are as follows:

Gravel:             Whitmell’s $67,604.40(incl. Taxes)       Magnetawan Crushing $79,894.50(incl. Taxes)

Murphy/Scott               That we accept the Tender from Whitmell in the amount of $67,604.40 including all applicable taxes for Tender 2008-01 (Gravel Crushing).  CARRIED

 

Slurry Seal:       Miller Paving - $55,566.00(incl. Taxes)            Duncor - $47,098.80 (incl. Taxes)

Mulligan/Evans That we accept the Tender from DunCor Enterprises in the amount of $47,098.00 including all applicable taxes for Tender 2008-02 (Slurry Seal).  CARRIED

 

Double Surface Treatment:        Royel Paving - $268,275.00(incl. Taxes)         

Miller Paving - $262,978.80(incl. Taxes)          DunCor - $255,504.90 (incl. Taxes)

Evans/Murphy              That we accept the Tender from DunCor Enterprises in the amount of $255,504.90 including all applicable taxes for Tender 2008-03 (Double Surface Treatment).  CARRIED

 

Scott/Murphy               That we advertise Tender 2008-04 regarding our Request for Proposal for a Municipal Road Inventory Condition Assessment.  CARRIED

 

Council wished to discuss the Consent application with our Roads Foreman since the proposed new lot would front on both Fern Glen Road and Appleyard Road.

Murphy/Scott               That we have no objections to the Application of Consent B-014/08 provided that the entrance to the severed lot be fronting on Fern Glen Road.  CARRIED

 

Evans/Mulligan That we declare this portion of the meeting public at 8:42pm in order to discuss the 2008 budget.  CARRIED


Reeve Glynn Robinson called a 10 minute break.

 

Council discussed the proposed part-time employee addition to the budget.   It was proposed that the employee would be for a 12 week period.  This would change the tax levy by approximately one half of a percent.  The total increase to the tax levy for residential taxpayers would be 1.3%.

 

Scott/Murphy   That we return to the regular portion of the Council meeting at 9:23pm.  CARRIED 

 

Correspondence was reviewed.

Evans/Scott      WHEREAS Senior’s Month is an annual nation-wide celebration;  WHEREAS seniors have contributed and continue to contribute immensely to the life and vibrancy of this community; WHEREAS seniors continue to serve as leader, mentors, volunteers and important and active members of this community;  WHEREAS their contributions past and present warrant appreciation and recognition and their stories deserve to be told;  WHEREAS the health and well-being of seniors is in the interest of all and further adds to the health and well-being of the community;  WHEREAS the knowledge and experience seniors pass on to us continue to benefit all; I Reeve Glynn Robinson, do hereby proclaim June 1-30, 2008 Seniors’ Month in the Township of McMurrich/Monteith and encourage all citizens to recognize and celebrate the accomplishments of our seniors.  CARRIED

 

Evans/Mulligan That we accept the Minutes of the Burk’s Falls, Armour, Ryerson Library Board Meeting held April 16, 2008.  CARRIED

 

Staff was instructed to get a copy of the Seguin River Watershed report from AMEC.  Jim Jenkins will be instructed to look at the laneway constructed on the undeveloped portion of Patricia Avenue as well as the culvert located near 151 Patricia Avenue.

 

Business Carried Forward.

Evans/Mulligan That we accept first and second reading of By-law 8-2008 which enters into an agreement with Rogers Communications Inc.  CARRIED

 

New Business: 

Discussion on applying for funding from NECO to purchase a scoreboard or other items.

 

By-laws: 

Scott/Evans      That we accept the estimates for the year 2008 with the amount requested from taxpayers for municipal purposes being $935,293 which represents a 1.8% increase in tax rate. CARRIED

Evans/Mulligan             That accept 2nd, 3rd and final reading of By-law 7-2008 which adopts the estimates and sets the tax rates for the year 2008.  CARRIED

 

Reports were given.  

John Murphy and Merv Mulligan reported on the proposed Access Point for the Public Access Computer Site.  The access point would allow laptop users to access high speed internet.  Merv Mulligan also reported on the Almaguin Highlands Economic Development meeting and the Ploughing Match in Earlton.  Dave Evans reported on the May 24th Hazmat day at the Strong Twp.

 

Council Concerns: 

It was decided to put a garbage barrel at the public area on Round Lake to discourage people from littering.  Tina Scott informed Council that the Fire Dept would like to request some road oil be sprayed in front of the Hall doors to alleviate the dust entering the building.  Merv Mulligan has suggested that the information regarding the Sprucedale Recreation Trail be put on the Township website.

 

Murphy/Scott               That we accept the Accounts for Approval Report for the month of May, 2008 in the amount of $69,795.00.  CARRIED

 

Mulligan/Evans That we support the establishment of Municipal Reserve Fund and New Memorandum of Agreement for the NBPS District Health Unit.  CARRIED

 

Murphy/Scott               That we adjourn this meeting at 11:00pm until Monday, July 7th, 2008 or at the call of the Reeve.  CARRIED
