MINUTES OF McMURRICH/MONTEITH TOWNSHIP COUNCIL MEETING – MAY 5th, 2008 - DRAFT COPY - The Council of the Township of McMurrich/Monteith met on Monday, May 5th, 2008 at 7:30p.m. inside the municipal office/fire hall in Sprucedale.
Present were Reeve, Glynn Robinson, Councillors: Mervin Mulligan, John Murphy, and David Evans and Tina Scott. There were 8 members of the public in the audience.
Meeting was called to order at 7:30pm by Reeve Glynn Robinson.
There were no declarations of pecuniary interest with the agenda. Murphy/Scott We accept the Minutes of the Council meeting held April 7th, 2008 and the Minutes of the closed portion of that meeting. CARRIED
The delegation regarding a request from a property owner to use a road allowance to access their property was not discussed due to the owners not attending the meeting.
Mr. Michalski made a presentation to Council regarding his client’s request to retain Mr. Michalski’s company to prepare an Environmental Impact Study. The owner of the lots on the west side of Axe Lake would like to develop this property by creating a subdivision. The question was whether Council wished to retain the company with the applicant paying the costs. Council did not feel this was necessary since the MNR was going to peer review this study due to the Provincially Significant Wetland and Areas of Natural and Significant Interest surrounding Axe Lake. Staff will notify the Ministry of Natural Resources as well as Municipal Affairs and Housing.
Jim Jenkins was present and reviewed his update report. Some items of discussion were: Road Projects including surface treating 8.7 kilometres of road, and 3.6 kilometres being slurry sealed, backhoe trade-in costs, truck #2 repairs, Road Needs Study and quotes received for culverts.
Evans/Murphy That we accept the quote from E.S. Hubbell in the amount of $6348.36 plus tax for culverts. CARRIED
Correspondence was reviewed. Mulligan /Evans That we accept the Minutes of the Burk’s Falls Armour Ryerson Library Board meeting held March 19, 2008. CARRIED Mulligan/Evans That we contribute $2000 to the Park to Park Trail Association for the Year 2008. CARRIED
Business Carried Forward. The figures of the Budget were reviewed. Fire Chief Ken Nixon and Deputy Fire Chief Jim Kiers attended to answer any questions regarding the proposed budget of the Fire Department. Currently, the proposed increase to this year’s tax levy is just below 1%.
Reeve Glynn Robinson called for a ten minute break. By-laws: Mulligan/Evans That accept 1st reading of By-law 7-2008 which accepts the estimates and sets the tax rates for 2008. CARRIED
Reports were given. Mervin Mulligan reported on the Almaguin Recycling Initiative Committee Meeting and the Almaguin Highlands Economic Development meeting.. The next HAZMAT Day is May 24th at the Strong Twp Landfill Site. On September 14th, Merv has scheduled a Nature Walk at the Recreation Trail located behind the Municipal Office with a Biologist to attend . John Murphy reported on the South East Parry Sound Steering Committee. The presentation was by the Manager of the North East - Local Health Integration Network regarding their services. John Murphy had approached him after his presentation in regards to Seniors Housing. Staff was directed to invite him to a future Council meeting. Glynn Robinson reported on the Muskoka Algonquin Health Centre meeting he attended. Cheryl Marshall had received an update from Rogers Mobility stating that a site plan will be forthcoming in a couple of weeks.
Council Concerns: Extra help at the Landfill Site. Staff is directed to investigate possible funding grants.
Murphy/Scott That we accept the Accounts for Approval Report for the month of April, 2008 in the amount of $99,696.49. CARRIED
Evans/Murphy That we allow Tina Scott and Bill Burns to organize a Baseball Tournament on June 14, 2008 to fundraise for a Baseball Scoreboard. CARRIED
Mulligan/Scott We adjourn this meeting at 10:25pm until Monday, June 2nd, 2008 or at the call of the Reeve. CARRIED
Minutes not approved until accepted by Council.
