MINUTES OF McMURRICH/MONTEITH TOWNSHIP COUNCIL MEETING – DECEMBER 4th, 2006
McMurrich/Monteith Township council met on Monday, December 4th, 2006 at 7:30p.m. in the municipal office/fire hall in Sprucedale.
Present were Reeve, Glynn Robinson, Councilors: Heather Wilson, Mervin Mulligan, John Murphy, and David Evans. Members of the audience were: Tina Scott, Barbara Marlow and Patricia McAughey.
Meeting was called to order at 7:30pm by Reeve Glynn Robinson. Congratulations to the new Council. The declaration of office was completed by the Council members.
No declarations of pecuniary interest were declared.
Murphy - Wilson That we accept the minutes of the Council Meetings held November 6th and 7th, 2006 as amended. CARRIED
Barbara Marlow was present to request support from this Council to sit on the Board of the District of Parry Sound Social Services for Area #4. Council will forward their decision in January.
Tina Scott was present to request repairs to East Bear Lake Road as it is difficult to travel. Council explained that this road has been included in the applications for COMRIF (Canada-Ontario-Municipal-Rural-Infrastructure-Fund) and are awaiting a response in Spring. The costs are high to do all the necessary repairs but the condition is noted and will be looked into.
Correspondence was reviewed. Patricia McAughey was present to explain the letter regarding the Transfer Site for the school buses on Stisted Road South. The transfer site has now been moved to the Bus Garage on Stisted Road North. Mrs. McAughey also inquired about the timing of the plowing of the United Church parking lot.
The tender from Almaguin News was received. The paper will no longer be printing the minutes of the Council meetings as well it was noted that the subscriptions are to be sent to the Township office and not mailed to the Council’s home address as was previously done. Staff will contact Almaguin News and confirm. Evans – Mulligan That we accept the 2007 tender from Almaguin News in the amount of $150.00 plus $9.00 GST. CARRIED
The letter from the Ministry of Municipal Affairs regarding the Official Plan was discussed and Council would like a letter sent outlining that this will not be accomplished before year end as requested but will be discussed in the new year as this was an election year and to let the new council member review the information.
Staff was directed to purchase 2 copies of the Ontario Municipal Act: A User’s Manual 2007.
The letter received regarding the East Parry Sound Steering Committee Executive members was discussed. Glynn Robinson inquired if our staff would be interested in providing the administrative duties for this committee.
Business Carried Forward. Wilson – Mulligan That we support the recommendation of the Recreation Committee and hereby hire Chase Gilpin as the Rink Caretaker for the 206/07 Winter Season. CARRIED
Staff was instructed to contact the companies that quoted on the electrical outlets to see what the timeline would to have the work completed. Glynn Robinson called a 10 minute break.
New Business was discussed. Merv Mulligan wished to discuss the mail in vote process. More advance information
needs to be given and that there is the possibility of an acclaimed municipal election but the school board election would still be required; would we still spend the additional money to conduct the election by mail in vote?
Evans – Mulligan That Council approves of the required adjustment to the supplemental tax levy for the year 2006 pertaining to Roll # 49 12 010 003 03215 0000 which is due to a gross factual error. (Number of months) CARRIED
Reports were given. John Murphy reported on the Cemetery Board. Merv Mulligan reported on the AHED meeting, Park to Park Meeting and that the Almaguin Recycling Initiative Truck was sold. Glynn Robinson reported on the Waste Management Workshop he attended. There are many different options available to us but most would only be viable is more municipalities were involved.
Council Concerns: Merv Mulligan requested a letter be sent to the Ministry of Transportation in Huntsville regarding a culvert needing to be extended as well as investigating about the MTO to erect a directional sign for Sprucedale when using the entrance ramp on Highway 11 coming north. Merv also requested that staff contact Muskoka Containerized Services about renting an open top roll off bin for the summer months. Staff will look in to locating the policy on the Dr. Richardson Bursary.
Wilson - Murphy That we accept the Accounts for Approval Report for the month of November, 2006 in the amount of $71,584.18. CARRIED
Wilson - Murphy That we adjourn at 10:23pm until Tuesday, January 2nd, 2007 or at the call of Reeve. CARRIED
