MINUTES OF McMURRICH/MONTEITH TOWNSHIP COUNCIL MEETING JANUARY 30th, 2007
McMurrich/Monteith Township council met on Tuesday, January 30th, 2007 at 7:30p.m. in the municipal office/fire hall in Sprucedale.
Present were Reeve, Glynn Robinson, Councilors: Heather Wilson, Mervin Mulligan, John Murphy, and David Evans.
The Meeting was called to order at 7:30pm by Reeve Glynn Robinson. This special meeting was called in order to further discuss the Decision of the Ministry of Municipal Affairs to adopt the Official Plan with their modifications the Infrastructure Funding applications and other items to alleviate the full agenda for the February 5th Council meeting.
Dick Gibb has requested on behalf of the Fire Association to ask if the Township could purchase the generator that the Association is going to raffle in order that the unit can be on show when tickets are being sold. The Association will reimburse the Township completely. Council did not have any objections to this request.
Correspondence was reviewed. Wilson Murphy That we support the Womens Own Resource Centre with a donation of 35cents per capita. CARRIED
Business Carried Forward. Mulligan - Evans That we enter into an agreement with Muskoka Containerized Services to rent a 40 yard open top bin from May 15 September 15, 2007 to be placed at our Landfill Site. CARRIED
Staff was directed to inquire with Totten Sims and Hubicki to find out what the costs would be for an Asset Management Plan for our Township.
Discussion about what road projects would be included in the application to Infrastructure Ontario was decided. The application would be to put double surface treatment on Stisted Road. Mulligan Evans That we accept first and second reading of By-law 04-2007 regarding the application to Infrastructure Ontario for funding of the double surface road project. CARRIED Wilson Murphy With special permission of Council, we hereby accept third and final reading and pass By-law 04-2007 regarding the application to Infrastructure Ontario for funding of the double surface road project. CARRIED
The Ministry of Municipal Affairs and Housing has adopted the Official Plan with their modifications and a meeting will be set up for Thursday, February 1st at 2pm to meet with Rick Hunter of Planscape and staff will invite Laurie Brownlee from Municipal Affairs.
New Business was discussed. Staff informed Council that a landlocked 1 acre property has gone through the Tax Registration process but has not yet been put for Public Tender because a survey would be required and it was felt with all the costs that would be required, the cancellation price might be too high and would not attract any tenders. Council directed staff to follow through with the Public Tender process.
Glynn Robinson called for a 10 minute break.
Evans Mulligan That we go into a closed session at 9:12 to discuss personnel. CARRIED Mulligan Wilson That we come out of a closed session at 9:30pm. CARRIED Murphy Evans That Jim Jenkins be temporarily employed for the Roads Dept. CARRIED
Council made some changes to the draft copy of the two new standing committees. Wilson Mulligan That we accept 1st and 2nd reading of Bylaw 03-2007 regarding setting interim tax rates for 2007. CARRIED
Council Concerns: Merv Mulligan inquired about the water tap at the Roads Garage not working. The tap may be frozen. He also suggested that we look into installing a satellite for out internet connection.
Murphy - Wilson That we adjourn at 10:10pm until February 5th, 2007 or at the call of Reeve. CARRIED
