MINUTES OF McMURRICH/MONTEITH TOWNSHIP COUNCIL MEETING – MAY 7th, 2007
McMurrich/Monteith Township council met on Monday, May 7th, 2007 at 7:30p.m. in the municipal office/fire hall in Sprucedale.
Present were Reeve, Glynn Robinson, Councillors: Heather Wilson, Mervin Mulligan, John Murphy, and David Evans. Members of the audience were: Jim Jenkins(Roads Foreman), Keeley Grasser (Almaguin Forester), Peter Fetterley, Bruce Campbell and guest, John Jackson and Shawn Armstrong.
Meeting was called to order at 7:30pm by Reeve Glynn Robinson. There were no declarations of pecuniary interest from the Council members.
Evans – Murphy We accept the minutes of the Council meetings held April 2nd and 11th, 2007. CARRIED There was no business arising from the minutes.
Bruce Campbell, member of “Our Community Works” Committee presented Council with an update to the renovations of the Burk’s Falls, Armour, Ryerson Arena and requested that Council consider a financial contribution. Reeve Glynn Robinson thanked Mr. Campbell for his presentation and stated that Council would consider his request.
Peter Fetterley requested Council’s opinion on a proposed severance of his property on Highway 518 West. Council did not have any objections in principle.
John Jackson presented Council with a proposed plan of subdivision for the west side of Axe Lake. There was some discussion on the Provincially designated Wetlands as well as increased road traffic. Council did not have any objections in principle.
Jim Jenkins gave a brief report on the Roads Department activities.
The agenda was rearranged by adding the Sunday Gun Hunting Meeting discussion and by moving the Legal Advice correspondence to the top of the list of correspondence.
Wilson – Robinson That the Council of the Corporation of the Township of McMurrich/Monteith hereby supports the Ministry of Natural Resources proposal to allow gun hunting on Sundays on private land and crown land during existing hunting seasons, which remain subject to all restrictions under the Fish and Wildlife Conservation Act (FWCA), including those associated with public safety and conservation; AND FURTHER that this resolution be forwarded to Minister of Natural Resources David Ramsey, M.P.P Norm Miller, M.P. Tony Clement, Government Relations Manager (O.F.A.H.) Greg Farrant, Ministry of Natural Resources Director of Fish and Wildlife Branch Cameron Mack and John Brisbane at MNR Fish and Wildlife Branch in Peterborough. CARRIED Recorded Vote: Yays: Robinson, Murphy, Wilson, and Evans Nays: Mulligan
Murphy – Mulligan That we go into a closed session at 8:28pm to discuss legal advice. CARRIED Evans – Mulligan That we come out of a closed session at 8:54pm. CARRIED
Correspondence was reviewed. That Council support the Park to Park Trail Association’s request for a contribution of $2200 for activities in 2007. CARRIED Wilson – Murphy That staff investigate the purchase of property in order to resolve an encroachment issue. CARRIED Evans – Murphy That we advertise for a full-time Roads Dept. Employee. CARRIED Wilson – Evans That Council supports resolution no. 2007-058 from the Township of Seguin regarding the cost efficiency and cost effectiveness of the operation at Belvedere Heights Home for the Aged by their Board of Management. CARRIED Murphy – Wilson That Council support the resolution from the County of Simcoe regarding the Liberal 2003 election campaign to increase funding per diem to residents of Long Term Care Homes in the fiscal year 2007 – 2008 by $3693 per resident thereby fulfilling its election promise. CARRIED Mulligan – Wilson That Council supports the resolution from the Municipality of Magnetawan regarding the continuing threat of school closures and therefore also requests that the Ministry of Education revisit the criteria used in determining the sustainability of small rural Ontario schools. CARRIED Evans – Murphy That Council support the Resolution from the Twp of King dated March 19th, 2007 calling on the Upper Levels of Government to provide funding assistance for Municipal Infrastructure and to review certain programs. CARRIED Mulligan – Wilson WHEREAS Canada has yet to properly honour, in a suitable location that is always accessible to the public, the NAMES of ALL of OUR FALLEN in wars and peacekeeping; AND WHEREAS over 115,000 Fallen have their graves in seventy-three countries and hundreds of cemeteries; AND WHEREAS their remains, by law, cannot be repatriated to Canada; AND WHEREAS we must create a suitable national shrine to our fallen; AND WHEREAS proper recognition will show our gratitude and respect for their sacrifice; THEREFORE BE IT RESOLVED THAT the Corporation of the Township of McMurrich/Monteith request that the Government of Canada enact Private Members Bill C-417, the Canadian Soldiers’ and Peacekeepers Memorial Wall Act. CARRIED Wilson – Mulligan That Council support the resolution from the Municipality of Callander requesting from the Minister of Health and Long Term Care to investigate why the drug Erbitux which is used in the treatment of metastic colorectal carcinoma is not covered by OHIP. CARRIED The letter received from the Bear Lake Association was referred to the Roads Department to complete.
Business Carried Forward. The Roads Dept. is working on the applications for the licensing of the Township Pits. More information is required regarding possible funding for a feasibility study for a seniors retirement home.
New Business Murphy – Wilson We permit Tina Scott and Bill Burns to organize a Ball Tournament that will be held on Saturday, June 9th, 2007 at the Township’s Ball Field in Sprucedale provided that all required permits are copied to the Township Office prior to event. CARRIED The Ontario Good Roads Association Agreement to use Municipal Dataworks Module will be deferred until next meeting to gather more information.
By-laws: Wilson – Murphy That we accept first and second reading of By-law 08-2007 regarding entering into an agreement with the O.P.P. to provide 911 emergency answering service. CARRIED
Reports were given. John Murphy reported on the MMCAP Committee meeting. Merv Mulligan reported on the Fire Board meeting.
Evans - Wilson We accept the Accounts for Approval Report for the month of April, 2007 in the amount of $96,163.78. CARRIED
Murphy - Mulligan That we adjourn at 11:00pm until Monday, June 4, 2007 or at the call of the Reeve. CARRIED
Minutes not approved until accepted by Council.
