MINUTES OF McMURRICH/MONTEITH TOWNSHIP COUNCIL MEETING – NOVEMBER 5TH, 2007
McMurrich/Monteith Township council met on Monday, November 5th, 2007 at 7:30p.m. in the municipal office/fire hall in Sprucedale.
Present were Reeve, Glynn Robinson, Councillors: Mervin Mulligan, John Murphy, and David Evans and Tina Scott. Members in the audience were Lloyd Nelson, Jim Jenkins (Roads Foreman), and Bill Core (Area Representative for Health Unit Board)
Meeting was called to order at 7:30pm by Reeve Glynn Robinson. There were no declarations of pecuniary interest with the agenda. Evans/Mulligan That we accept the minutes of the Council meeting held October 1st, 2007 as amended. CARRIED Staff was directed to send a thank you note to the Ministry of Transportation regarding the repair work to the portion of Highway 518 west just east of Almaguin Drive.
Bill Core was welcomed to the table. He was invited to update Council on the North Bay Parry Sound District Health Unit Board’s correspondence regarding the Accommodation Review. Council thanked Mr. Core for attending.
Jim Jenkins gave a brief report on the Roads Department activities. Some of the items were: rink boards requiring repair, boundary road agreement, and reduced speed limits.
Correspondence was reviewed.
Murphy/Scott That we
support the resolution from the Township of Wellington North regarding their
request to the Ministry of Environment to reduce the lead sampling requirements
for small municipal water systems proportionately to the number of samples
required for larger municipalities of 100,000 or more. CARRIED Evans/Scott That we support the resolution from the Townships of McDougall and McKellar regarding their request to the Near North District School Board to have equal community representation on the Accommodation Review Committee and to expand the responsibilities of the Committee to include any cost saving recommendations that could offset the funding losses and keep all the schools open. CARRIED
Scott/Mulligan That we support the resolution from the Township of Burpee and Mills regarding their request to the Province of Ontario to directly refund to the Municipalities the 75% Farmland, Managed Forest and Conservation Land Tax or allow Municipalities to tax these lands at 100% and for the Province to fund 75% of the tax directly to the individual landowners. CARRIED
Mulligan/Murphy That we support the Municipality of Brockton and ask the Province to review funding for Conservation Authorities as per motion 07-02-370. CARRIED
Murphy/Mulligan That we contribute $500.00 to the “Our Community Works” fund raising campaign. CARRIED
The East Parry Sound Veterinary Committee has requested a representative for our area. Council has suggested asking Dick Gibb to be our representative.
Evans/Scott That Council donate .30 per capita ($196.50) to Women’s Own Resource Centre for the 2008 Season. CARRIED
Murphy/Mulligan Whereas the South East District of Parry Sound Steering Committee is desirous of working together for mutual benefit, and to address issues collectively rather than separately; And Whereas there may be greater financial benefit to the members through working together in a consultative fashion and presenting proposals as one united voice as opposed to individual municipal proposals; And Whereas we need to support each other or other groups within our municipalities for the benefit of us all; And Whereas opportunities arise that make it necessary for municipalities to agree to support in principle common interests; Therefore be it Resolved, that the Council of the Township of McMurrich/Monteith agrees in principle to the establishment of a committee of Mayors, Deputy Mayors, Reeves and Deputy Reeves of the South East District of Parry Sound to meet as required and to explore synergies and methods to be used in the promotion of this sector of the District of Parry Sound; And be it further Resolved, that the Municipalities involved be the following: Perry Township Municipality of Magnetawan Town of Kearney Strong Township McMurrich/Monteith Village of Sundridge Armour Township Township of Joly Ryerson Township Machar Township Village of Burk’s Falls Village of South River CARRIED
Reeve Glynn Robinson called for a ten minute break.
Business Carried Forward. Staff reported that there is a lot of work involved in the Asset Management Plan and getting ready for the changes in reporting for Capital Assets.
New Business: Mulligan/Murphy That we accept the application for funding through the Joint Emergency Preparedness Program (JEPP) in order to purchase a Kawasaki Mule 3010 and Utility Trailer. CARRIED
Mulligan/Scott That we do not approve the application for consent B-031/07 because it does not meet the requirements of the Official Plan. CARRIED
By-laws: The reduced speed limit bylaw and Boundary Road agreement was deferred until the next meeting.
Murphy/Scott That we go into a closed session at 9:55pm to discuss legal advice and personal matters about an identifiable individual. CARRIED Evans/Mulligan That we come out of a closed session at 10:09pm. CARRIED
Reports were given. John Murphy reported on the Cemetery Board Meeting. Murphy/Scott That we forward a letter to the Ministry of Consumer Relations – Cemeteries Unit to request an inspection of the East Bear Lake Cemetery. CARRIED
Merv reported on the Almaguin Highlands Economic Development Meeting, Park to Park Meeting and the Fire Department meeting.
Council Concerns: Notation on Minutes that they are not accepted until Council has approved them, Hydro to the Landfill Site Building, water at the Municipal Office.
Mulligan/Scott That we go beyond the Eleven pm curfew. CARRIED
Evans/Murphy That we accept the Accounts for Approval Report for the month of October, 2007 in the amount of $141,127.85. CARRIED
Evans/Mulligan That we adjourn at 11:08pm until Monday, December 3rd, 2007 or at the call of the Reeve. CARRIED
Minutes not approved until accepted by Council.
