MINUTES OF McMURRICH/MONTEITH TOWNSHIP COUNCIL MEETING – NOVEMBER 6th, 2006
McMurrich/Monteith Township council met on Monday, November 6th, 2006 at 7:30p.m. in the municipal office/fire hall in Sprucedale.
Present were Reeve, Glynn Robinson, Councilors: Heather Wilson, Mervin Mulligan, John Murphy, and Carol Maki. Members of the audience were: Lloyd Nelson, Shawn Armstrong (Roads Foreman), Gary Hartford, Murray O’Halloran, Jackie Shipway and Tina Scott.
Meeting was called to order at 7:30pm by Reeve Glynn Robinson.
No declarations of pecuniary interest were declared.
Murphy - Wilson We accept the minutes of the Council Meeting held October 2nd, 2006. CARRIED
Council discussed the details of the Dr. Richardson Bursary. The reason that the presentation was in October was the delay in receiving the students names from Land of Lakes School.
There were no delegations scheduled.
Shawn Armstrong, Roads Foreman was welcomed to the table. The Tender packages were opened. Freightliner – $191,018.40 includes taxes Western Star - Larochelle - $192,339.66 includes taxes - Alliston Equip. - $197,147.04 includes taxes - Viking Equip. - $199,614.00 includes taxes Near North Truck - $196,194.00 includes taxes
Shawn Armstong was requested to review the tender packages and report back later in the meeting.
The Fire Dept. has asked Council what process to use for selling the 1972 Ford Pumper Truck. Council has suggested the Trader magazine and Super Shopper. The Twp name on the truck needs to be removed or painted over.
Correspondence was reviewed. Laurie Brownlee has requested a written response to Council’s status of the modifications for the Official Plan. Council discussed the outstanding issues with minimum distances from gravel pits and quarries which determine the need for studies by the proponent wishing to develop his/her property. Council did not at this time wish to adopt the modifications as elections are next week.
Merv Mulligan has volunteered to attend the Remembrance Day presentation at Evergreen Heights Education Center on Friday, November 10th.
Mulligan – Maki WHEREAS the gap between the transfers from the province and the cost of social programs is growing and is now estimated by the Association of Municipalities at over $3 Billion; and WHEREAS delays in balancing the cost of delivering services with the ability to pay are resulting in delayed maintenance of infrastructure, reduced municipal services and proeprty tax increases across the province; and THEREFORE BE IT resolved that in the opinion of the Council of the Township of McMurrich Monteith that the provincial government’s currently proposed Provincial- Municipal Fiscal and Service Delivery Review (which will not be completed until February, 2008, after the next provincial election) is needlessly drawn out and that a full review to balance the delivery of service with the ability to pay should be completed much more expediently, in order to avoid hitting taxpayers with unsustainable property tax hikes or significant reductions in service. CARRIED
Business Carried Forward. Staff reported that only one contractor has delivered a quote for installing an electrical outlet on the outside of the municipal office. Staff was directed to contact two more companies. There were three applicants for the Rink Caretaker position. Interviews will be scheduled for November 28th, 2006.
New Business was discussed. The application for consent from Helen Staley on Delaware Drive was discussed. We have not yet received the Planner’s Report but Council had no concerns. Maki – Murphy We have no objections to Consent Application B-047/06 (Staley – Con 1, Pt Lots 8&9). CARRIED
Wilson – Mulligan We accept third reading of By-law 10-2006 regarding increasing the tipping fees for tires larger than 19 inches. CARRIED
Reports were given. John Murphy reported on the Cemetery Board activities with attempting to purchase additional property for St. Paul’s Cemetery. He also reported on the Community Access Program meeting and Provincial Offences Board Meeting. Merv Mulligan reported on the Almaguin Highlands Economic Development meeting held in Sprucedale on the 19th of October and Park to Park activities. Staff was asked to look into the details of satelitte internet for businesses. Glynn Robinson called a 10 minute break.
Council Concerns: Merv Mulligan asked about required repairs to the Recreation trail behind Township office, chimney for Rink Building, Library Board member and No Littering Signs. Glynn Robinson brought a concern from some ratepayers regarding where the school bus transfers the children in Sprucedale. Alternate spots were discussed. Staff was asked to send a letter to the Bus Lines outlining the concern and possible new transfer area for the school buses to park off of the roadway and that a copy be sent to the School Board as well.
Mulligan - Murphy That we accept the Accounts for Approval Report for the month of October, 2006 in the amount of $92,768.38. CARRIED
Shawn Armstrong returned to the table to discuss the tenders. It was his recommendation to accept the tender from Near North Truck Centre. Maki – Mulligan That Council accepts the tender for a Plow Truck and Sander from Near North Truck Centre in the amount of $196,194.00 includes taxes. CARRIED
Wilson - Murphy That we adjourn at 9:46pm until December 4th, 2006 or at the call of Reeve. CARRIED
Minutes not approved until accepted by Council.
