MINUTES OF McMURRICH/MONTEITH TOWNSHIP

COUNCIL MEETING – OCTOBER 2nd, 2006

 

McMurrich/Monteith Township council met on Monday, October 2nd, 2006 at 7:30p.m. in the municipal office/fire hall in Sprucedale.

 

Present were Reeve, Glynn Robinson, Councilors: Heather Wilson, Mervin Mulligan, John Murphy. Absent with regret: Carol Maki.

Members of the audience were:  Lloyd Nelson, Shawn Armstrong (Roads Foreman), Gary Hartford, Murray O’Halloran and the families of the Dr. Richardson Bursary Award recipients.

 

Meeting was called to order at 7:30pm by Reeve Glynn Robinson.

Reeve Glynn Robinson presented the awards to the graduating grade eight students.  Present to accept their award were: Brandon Gilpin, Steve Borushynski, Dustin Griffiths, Danielle Baker, Desiree Kiers, and Ashley Cummins.  Absent were:  Marie Stickland-Payne, Dillion Cort, Chad Crompton and Josh Thomas.

 

No declarations of pecuniary interest were declared.

 

Murphy - Wilson     We accept the minutes of the Council Meetings held September 5th and 12th,  2006.  CARRIED

 

There were no delegations scheduled.

 

Shawn Armstrong, Roads Foreman was welcomed to the table.  There were two tenders received for a new plow truck.  Shawn was requested to review the tender packages and return later this evening to report his results.

 

Correspondence was reviewed.

Mulligan – Wilson         That we support the West Parry Sound Health Centre Base Hospital’s recommendation to not reduce the number of Base Hospitals in Northern Ontario.  CARRIED

 

Business Carried Forward.

Murphy – Mulligan       As a condition to Consent Application B-35/06 confirmation of the portion of Fern Glen Road that travels through the proposed property be surveyed and deeded to the Municipality.  CARRIED

 

New Business was discussed.

The Rink Caretaker position will be advertised through postings throughout the community and by admail to all residents of the Township through Canada Post.

 

Wilson – Mulligan         We accept first and second reading of By-law 10-2006 amending Schedule “A” of Bylaw 14-2005 (Tipping Fees). CARRIED

 

Reports were given. 

Merv Mulligan reported on the Almaguin Highlands Economic Development.  Their next meeting will be held here at the municipal office on October 19th at 10am.  Merv Mulligan also reported on the HAZMAT Day, Almaguin Recycling Initiative and the Economic Development Round Table Discussion with Tony Clement.  John Murphy reported on the Municipal Association Meeting where the new Bill 130 was discussed as well as Broadband and new MNR mapping.  Glynn Robinson reported on the Park to Park meeting held in Sprucedale in early September.

 

Council Concerns:  Merv Mulligan suggested that an emergency water supply be located at the Municipal Office.  Staff was requested to investigate the costs involved as well as installing an outside electrical outlet.  Staff was reminded about obtaining “No Littering” signs.

 

Glynn Robinson called a 10 minute break.

 

There is a workshop scheduled in Huntsville regarding minimum separation formulas for agricultural land which is used to separate certain land uses from agricultural property.  Council also discussed the letter received from the Township of Machar regarding the

 

suggestion that Land of Lakes School be closed and all students be returned to their public school in their home area. 

 

Shawn Armstrong returned to the table to discuss the tenders.  Shawn will contact the two companies and review the specifications. 

 

Mulligan - Murphy        That we accept the Accounts for Approval Report for the month of September, 2006 in the amount of $152,020.47.  CARRIED

 

The Waste Diversion of Ontario Grant requires an applicaton be sent before the end of March, 2007.

 

Wilson  - Murphy         That we adjourn at 9:24pm until Monday, November 6th, 2006 or at the call of Reeve.  CARRIED

 

Minutes not approved until accepted by Council.
